HSN 2830 10 00 (sodium sulphides) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 297:2001 (reaffirmed 2017) is mandatory under the ISI Mark Scheme by virtue of the Sodium Sulphide (Quality Control) Order, 2020, with effect from 16 December 2020. A mandatory additional-qualifiers requirement in import declarations under Central Board of Indirect Taxes and Customs Circular 23/2023-Cus applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 297:2001 (reaffirmed 2017). Verify the supplier's CM/L number, licensed product scope (solid or flake form), and manufacturing facility on the BIS online register before placing the purchase order.Sodium Sulphide (Quality Control) Order, 2020 · S.O. 1894(E) dated 16-06-2020 · IS 297:2001 reaffirmed 2017
- 2Ensure each consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product or its immediate packaging.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Sodium Sulphide (Quality Control) Order, 2020
- 3Include mandatory additional qualifiers in the import declaration for Chapter 28 commodities as required under paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus. This requirement applies with effect from 15 October 2023 and is independent of the BIS QCO obligation.CBIC Circular 23/2023-Cus dated 30-09-2023 · General Note 2 of the ITC (HS) Import Policy
- 4Quote the supplier's BIS CM/L number on the bill of entry and ensure the ISI-marked goods match the licensed scope. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.Sodium Sulphide (Quality Control) Order, 2020 · S.O. 1894(E) · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is confusion between the QCO publication date and the operative enforcement date for importers. The Sodium Sulphide (Quality Control) Order, 2020 was published on 16 June 2020 (S.O. 1894(E)), but the with-effect-from date binding on importers is 16 December 2020, as stated in the CCR. Importers who rely on the gazette publication date alone when computing compliance timelines — or who carry documentation referencing the wrong date — face scrutiny at customs on the question of whether the ISI-marked requirement was in force at the time of dispatch.
