Other bromides, iodides and halide salts of metals
HSN 2827 59 90 (other halide salts) is subject to Central Insecticides Board and Registration Committee (CIB&RC) mandatory registration or import permit under Section 9 of the Insecticides Act, 1968, where the substance is intended for use as an insecticide, rodenticide, fungicide, herbicide, or allied purpose. Imports of specified hazardous substances exceeding prescribed quantities additionally require a public liability insurance policy under the Public Liability Insurance Act, 1991, and Central Board of Indirect Taxes and Customs (CBIC) mandatory Chapter 28 qualifiers apply at the bill-of-entry declaration stage.

The most frequent error on this tariff line is importing for an ostensibly non-insecticidal purpose without securing the separate CIB&RC import permit — relying instead on a general chemical licence — when the substance falls within the schedule of the Insecticides Act, 1968. The source-of-import restriction is equally binding on permit-holders as on registered importers: a consignment arriving from any supplier not named on the certificate of registration or permit is liable to seizure and confiscation, regardless of whether the end-use is insecticidal or not.
