Copper oxychloride, fungicide and insecticide compound
HSN 2827 41 10 (Copper oxychloride) is subject to mandatory registration or import permit under Section 9 of the Insecticides Act, 1968, administered by the Central Insecticides Board and Registration Committee (CIB&RC). Import is restricted to sources specified on the CIB&RC certificate of registration or permit, and entry is permitted only through designated places of import under Rule 45 of the Insecticides Rules, 1971. Central Board of Indirect Taxes and Customs (CBIC) mandatory Chapter 28 qualifiers in the import declaration apply as an additional overlay from 15 October 2023.

The most common error on this tariff line is importing copper oxychloride for non-insecticidal purposes — such as a raw chemical intermediate — without obtaining a separate import permit from the CIB&RC Registration Committee. The insecticidal-use registration and the non-insecticidal-use import permit are distinct instruments; using a registration certificate to cover a non-insecticidal import constitutes a violation of the Insecticides Act, 1968 and can attract seizure of the consignment.
