HSN 2827 39 90 (other metal chlorides) is subject to Central Insecticides Board and Registration Committee (CIB&RC) mandatory registration or import permit under Section 9 of the Insecticides Act, 1968, where the substance is intended for use as an insecticide, fungicide, herbicide, or rodenticide. Where imported for a non-insecticidal purpose, an import permit from the Registration Committee under the Department of Agriculture and Cooperation is still required. CBIC mandatory Chapter 28 additional-qualifier compliance under Circular 23/2023-Cus applies at the bill-of-entry stage.

The most common error on this tariff line is treating the CIB&RC registration as source-neutral: importers switch suppliers mid-shipment and present a valid registration that names a different foreign manufacturer. The Registration Committee's approval is source-specific — any import from an unapproved source triggers detention, confiscation, and prosecution under the Insecticides Act, 1968 irrespective of product quality. Verify the approved-source declaration against the bill of lading before vessel departure, not at the port of discharge.
