HSN 2827 32 00 (poly-aluminium chloride) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15573:2018 is mandatory under the ISI Mark Scheme with effect from 05 August 2019 by virtue of the Poly Aluminium Chloride (Quality Control) Order, 2019. Mandatory declaration of additional qualifiers in the import declaration under Central Board of Indirect Taxes and Customs Circular 23/2023-CUS applies as a separate customs-clearance overlay.

   Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15573:2018 for poly-aluminium chloride. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.

   Ensure every consignment batch bears the ISI standard mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product label or container, not only on accompanying documentation.

   Include the mandatory additional qualifiers in the import declaration for Chapter 28 commodities as required. These qualifiers must be entered in the bill of entry with effect from 15 October 2023 per the stipulations in paragraphs 4.1 and 4.2 of the relevant circular.

   Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention, demurrage, and potential re-export or confiscation under the BIS Act, 2016.

   Where the consignment is routed through a PGA-facilitated bill of entry, verify that all mandatory e-Sanchit documents — certificate of analysis, batch release certificate, consignment label, registration certificate, and import licence — are uploaded before requesting out-of-charge.
