HSN 2827 32 00 (poly-aluminium chloride) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15573:2018 is mandatory under the ISI Mark Scheme with effect from 05 August 2019 by virtue of the Poly Aluminium Chloride (Quality Control) Order, 2019. Mandatory declaration of additional qualifiers in the import declaration under Central Board of Indirect Taxes and Customs Circular 23/2023-CUS applies as a separate customs-clearance overlay.

The most consequential trap on this tariff line is conflating general aluminium chloride (anhydrous or hexahydrate, used as a Friedel-Crafts catalyst) with poly-aluminium chloride, a distinct coagulant chemistry used in water treatment. IS 15573:2018 and the QCO under S.O. 2790(E) apply specifically to poly-aluminium chloride; a supplier holding a CM/L for anhydrous aluminium chloride under an adjacent scope does not satisfy the QCO obligation for PAC. Importers who accept a CM/L for aluminium chloride without verifying the licensed product description against IS 15573:2018 face detention at port when customs confirms the scope mismatch.
