The most common error on this tariff line is treating the Chapter 28 additional-qualifier requirement as a secondary formality rather than a gate to assessment: an import declaration filed without the mandatory qualifiers under paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus is treated as deficient and will be held pending amendment, generating demurrage and ground rent at the port of entry. Ensure the qualifiers are embedded in the declaration at the time of filing, not added after examination.
