HSN 2823 00 90 (Other titanium oxides) is subject to Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus dated 30-09-2023, which mandates additional Chapter 28 qualifiers in the import declaration with effect from 15 October 2023. Where the consignment is classified as a drug intermediate or pharmaceutical-grade titanium oxide, five documentary requirements — including a registration certificate and import licence for drugs — must be uploaded in e-Sanchit before customs out-of-charge.

The most common error on this tariff line is submitting the Chapter 28 qualifier declaration without determining whether the specific grade of titanium oxide also triggers the drug-document bundle. Industrial-grade and pharmaceutical-grade titanium oxides share the same 8-digit CTH; if the consignment carries any pharmaceutical-use designation on its certificate of analysis or commercial invoice, the full five-document e-Sanchit upload is mandatory — and a PGA-facilitated bill that bypasses the NOC routing will be detained by the proper officer pending verification of all five document codes.
