- 1Obtain a certificate of registration or an import permit from the Central Insecticides Board and Registration Committee under Section 9 of the Insecticides Act, 1968. Where the substance is imported for a non-insecticidal purpose, an import permit from the Registration Committee under the Department of Agriculture and Cooperation is required; the certificate or permit specifies the approved source, and import from any other source is not permitted.Section 9 of the Insecticides Act, 1968 · Insecticides Rules, 1971 · CBIC Circulars 35/2011 dated 09-08-2011 and 7/2014 dated 07-03-2014

If the quantity of the hazardous substance exceeds the specified threshold, obtain an insurance policy under the Public Liability Insurance Act, 1991 per S.O. 227(E) dated 24-03-1992.CBIC Circular 23/2023-Cus dated 30-09-2023 · S.O. 227(E) dated 24-03-1992
The most common error on this tariff line is importing the substance for an ostensibly non-insecticidal purpose without obtaining the separate import permit from the Registration Committee — believing that the registration certificate obtained for an insecticidal use of the same chemical covers the non-insecticidal import. The Insecticides Act, 1968 treats these as distinct authorisations; a consignment presented without the correct permit for its declared end-use is liable to seizure regardless of whether a registration certificate for another use is on file. The approved source condition on both the certificate and the permit is independently enforced: deviation triggers confiscation.
