HSN 2811 29 20 (Arsenic trioxide) is subject to Central Board of Indirect Taxes and Customs (CBIC) mandatory additional-qualifier requirements under CBIC Circular 23/2023-Cus dated 30-09-2023, applicable to all Chapter 28 chemical commodities from 15 October 2023. The consignment also attracts Public Liability Insurance Act, 1991 obligations for hazardous substances imported in quantities exceeding the specified thresholds under S.O. 227(E) dated 24-03-1992.

- 2Where the quantity of arsenic trioxide imported exceeds the threshold prescribed under the Public Liability Insurance Act, 1991, the owner must take out an insurance policy before import. - 3Upload all mandatory documents in e-Sanchit prior to out-of-charge: certificate of analysis — drug (document code 0010dc), batch release certificate (0030dc), label of consignment (0110dc), registration certificate for drugs (101dc1), and import licence for drugs (9111dc). A proper officer will verify these uploads before clearing the bill of entry.CCR e-Sanchit document codes 0010dc, 0030dc, 0110dc, 101dc1, 9111dc
The most common error on this tariff line is treating arsenic trioxide purely as an industrial chemical and overlooking the drug-regulatory document set required at e-Sanchit — including registration certificate (101dc1) and import licence (9111dc). Importers who route consignments without these uploads will face out-of-charge refusal regardless of whether the Chapter 28 qualifiers are correctly filed; both the chemical-compliance and drug-documentation obligations must be satisfied concurrently.
