Hydrogen cyanide, hydrocyanic acid (inorganic acid)
HSN 2811 12 00 (Hydrogen cyanide / hydrocyanic acid) is subject to mandatory registration or import-permit requirements administered by the Central Insecticides Board and Registration Committee (CIB&RC) under Section 9 of the Insecticides Act, 1968, and import is restricted to specified places under Rule 45 of the Insecticides Rules, 1971. As a Category 1C chemical under the Chemical Weapons Convention, each consignment requires post-import notification to the National Authority and submission of the bill of entry to the Directorate General of Foreign Trade (DGFT) within 30 days. CBIC mandatory Chapter 28 qualifiers in the import declaration apply with effect from 15 October 2023.

- 2Within 30 days of each import consignment, notify the details to the National Authority (Chemical Weapons Convention), the Cabinet Secretariat, the Ministry of External Affairs (D&ISA), the Department of Chemicals and Petrochemicals, and DGFT, and submit a copy of the bill of entry to DGFT. The most common error on this tariff line is treating the CIB&RC registration as covering insecticidal use only, and assuming that a non-insecticidal import requires no PGA clearance. The Insecticides Act, 1968 requires a separate import permit from the Registration Committee even for non-insecticidal purposes; arriving without either a certificate of registration or a permit renders the consignment liable to detention and confiscation. The source-of-import restriction on the certificate is equally binding — substituting an alternate supplier without amending the certificate is a distinct Act violation, regardless of the chemical's stated end-use.
