The single most common error on this tariff line is treating the BIS QCO as a back-office formality while focusing compliance attention on the CIB&RC import permit. The permit governs the end-use category; the ISI mark under IS 10116:2015 is what permits the consignment to physically clear customs — an unlicensed or out-of-scope CM/L will ground the consignment regardless of the CIB&RC permit status. Separately, the CBIC Instruction 03/2024-Cus packing specification (jute bags with liner, sulphate and chloride within range) is enforced at the point of physical examination and cannot be remedied after arrival.
