Boric acids
Boric acids, industrial and technical grade
HSN 2810 00 20 (boric acids) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 10116:2015 is mandatory under the ISI Mark Scheme with effect from 15 October 2023, by virtue of the Bureau of Indian Standards (Standards for Boric Acid) Order, 2019. Central Insecticides Board and Registration Committee import permits and Central Board of Indirect Taxes and Customs packing and composition requirements apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 10116:2015 for boric acid. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Bureau of Indian Standards (Standards for Boric Acid) Order, 2019 · S.O. 1766(E) dated 16-05-2019 · General Note 2(a) of the ITC (HS) Import Policy
- 2Ensure each consignment of technical-grade boric acid is packed in jute bags with a suitable liner inside and that polishing compounds comprising sulphate and chloride are present within the range specified by CBIC. Non-compliant packing or composition is a standalone ground for consignment detention at port.CBIC Instruction 03/2024-Cus dated 19-02-2024
- 3Obtain an import permit from the Central Insecticides Board and Registration Committee for boric acid intended for non-insecticidal use. Note that import of insecticides is restricted to specified ports under Rule 45 of the Insecticides Rules, 1971; confirm the port of entry is permitted before booking the shipment.CBIC Circular 37/2005-Cus dated 06-09-2005 · CBIC Circular 61/2004-Cus dated 28-10-2004 · Rule 45 of the Insecticides Rules, 1971
- 4Upload the mandatory documents in e-Sanchit before out-of-charge: certificate of analysis (0010DC), batch release certificate (0030DC), label of consignment (0110DC), registration certificate for drugs (101DC1), import licence for drugs (9111DC), and the CIB&RC import permit for non-insecticidal use (911CI3). Customs verifies each document code before granting clearance.CBIC Circular 07/2014-Cus dated 07-03-2014 · e-Sanchit document upload requirement for PGA-facilitated bills
- 5Include mandatory additional qualifiers in the import declaration for Chapter 28 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, applicable from 15 October 2023. Quote the supplier's BIS CM/L number on the bill of entry; absence, expiry, or scope mismatch triggers consignment detention.CBIC Circular 23/2023-Cus dated 30-09-2023 · S.O. 1766(E) dated 16-05-2019 · BIS Act, 2016
The single most common error on this tariff line is treating the BIS QCO as a back-office formality while focusing compliance attention on the CIB&RC import permit. The permit governs the end-use category; the ISI mark under IS 10116:2015 is what permits the consignment to physically clear customs — an unlicensed or out-of-scope CM/L will ground the consignment regardless of the CIB&RC permit status. Separately, the CBIC Instruction 03/2024-Cus packing specification (jute bags with liner, sulphate and chloride within range) is enforced at the point of physical examination and cannot be remedied after arrival.
