Oxides of boron, inorganic boron compounds
HSN 2810 00 10 (Oxides of boron) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration or import permit under Section 9 of the Insecticides Act, 1968, where the substance is intended for use as an insecticide, fungicide, herbicide, or rodenticide; non-insecticidal imports require a separate CIB&RC import permit. Import is additionally restricted to notified ports under Rule 45 of the Insecticides Rules, 1971, with Central Board of Indirect Taxes and Customs (CBIC) mandatory Chapter 28 qualifier declarations applying at the bill-of-entry stage.

The most persistent error on this tariff line is importing on a registration certificate issued for insecticidal end-use when the actual intended application is non-insecticidal — or vice versa. The two pathways are legally distinct: insecticidal use requires registration under Section 9 of the Insecticides Act, 1968, while non-insecticidal imports require a separate CIB&RC import permit, and the source restriction on each instrument is independently enforced; a consignment from an unlisted source is liable to seizure even where the certificate or permit is otherwise current.
