HSN 2804 80 00 (Arsenic) is subject to mandatory additional declaration qualifiers in the import bill of entry under CBIC Circular 23/2023-Cus dated 30-09-2023, operative from 15 October 2023. Importers must furnish commodity-specific qualifiers as stipulated in paragraphs 4.1 and 4.2 of that Circular for all goods under Chapter 28.

The most common error on this tariff line is filing the bill of entry without the Chapter 28 mandatory qualifiers introduced by CBIC Circular 23/2023-Cus, treating arsenic as a routine chemical import subject only to standard customs documentation. Bills of entry filed without the paragraph 4.1 and 4.2 qualifiers after 15 October 2023 are liable to be flagged for amendment, causing consignment detention and accruing demurrage at the port.
