Medicinal grade oxygen for pharmaceutical use
HSN 2804 40 10 (Medicinal grade oxygen) is subject to Petroleum and Explosives Safety Organisation (PESO) import approval for cylinders and pressure vessels under the Gas Cylinders Rules, 2016, with drug-registration and import-licence requirements enforced at the bill of entry. Mandatory additional qualifiers for Chapter 28 commodities under CBIC Circular 23/2023-Cus dated 30-09-2023 apply as a customs overlay.

The most common error on this tariff line is treating the PESO cylinder-import approval as the only clearance required and overlooking the full suite of drug-regime documents — particularly the drug registration certificate (101dc1) and the import licence for drugs (9111dc) — which are independently verified in e-Sanchit before out-of-charge. A consignment arriving with PESO approval but missing any one of the five document codes will be detained at port, accumulating demurrage and ground rent, until the deficiency is remedied.
