Nitrogen gas, industrial and commercial grade
HSN 2804 30 00 (Nitrogen) is subject to Central Board of Indirect Taxes and Customs (CBIC) mandatory additional-qualifier requirements under CBIC Circular 23/2023-Cus dated 30-09-2023, operative from 15 October 2023 for all Chapter 28 commodity import declarations. Where the imported quantity of nitrogen exceeds the specified threshold under the Public Liability Insurance Act, 1991, the importer must also maintain a valid insurance policy as notified under S.O. 227(E) dated 24-03-1992.

Separately, importers handling industrial-scale nitrogen frequently miss the Public Liability Insurance Act threshold check, which is assessed on the quantity per consignment, not annual volume.
