Colloidal sulphur for insecticidal or fungicidal use
HSN 2802 00 30 (Colloidal sulphur) is subject to mandatory registration or import permit under Section 9 of the Insecticides Act, 1968, administered by the Central Insecticides Board and Registration Committee (CIB&RC). Where colloidal sulphur is imported for a non-insecticidal purpose, a separate import permit from the Registration Committee under the Department of Agriculture and Cooperation is required. The Central Board of Indirect Taxes and Customs (CBIC) additionally mandates Chapter 28 chemical-qualifier declarations at the bill of entry with effect from 15 October 2023.

The most common error on this tariff line is importing colloidal sulphur from a supplier not named on the CIB&RC certificate of registration or permit — a technical violation of the Insecticides Act, 1968 that triggers consignment detention irrespective of the product's commercial end-use. Importers sourcing from a new overseas supplier must obtain an amended or fresh CIB&RC registration specifying that source before the vessel is loaded; retrospective amendment is not available once the bill of entry is filed. Import is additionally restricted to notified ports under Rule 45 of the Insecticides Rules, 1971.
