HSN 2309 90 90 (Other preparations for animal feeding) is subject to Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance under ITC (HS) policy condition 1 of Chapter 23, administered by the Directorate General of Foreign Trade (DGFT). A veterinary Health Certificate from the exporting country and a Certificate of Analysis are mandatory concurrent documents, with CBIC customs oversight at the bill-of-entry stage.
- Sanitary Import Permit from AQCS
- Health Certificate from AQCS
- Certificate of Analysis from exporter
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch. At the bill of entry, quote the e-Sanchit IRN of the Sanitary Import Permit issued and uploaded by AQCS — this IRN is required to obtain the NOC for CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus dated 28-11-2022.CBIC Circular 24/2022-Cus dated 28-11-2022 · ITC (HS) policy condition 1, Chapter 23
- 2Upload in e-Sanchit the veterinary Health Certificate issued by the competent authority of the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1), as required for CTIs listed in Annexure A (Sl. No. 1 and Sl. No. 2 respectively) of CBIC Circular 24/2022-Cus. Additionally, ensure the Health Certificate (document code 6360AQ) and Sanitary Import Permit (document code 911DF1) are uploaded before customs out-of-charge.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 34/2022 dated 30-12-2022
- 3Confirm that any feed additives, premix, supplements, or antibiotics in the consignment appear on the approved list issued by the Department of Animal Husbandry and Dairying vide F.No. 1-110102(2)/2/2016-Trade (E-246) dated 21-12-2022. Verify that the final packaging carries a label stating all ingredients and, where applicable, the mandatory withdrawal period for the relevant item.Department of Animal Husbandry and Dairying OM dated 21-12-2022 · CBIC Instruction 34/2022 dated 30-12-2022
The most common error on this tariff line is uploading only the general Health Certificate (document code 6360AQ) while omitting the veterinary Health Certificate (document code 853AQ1) and the Certificate of Analysis (document code 001AQ1), which are separately required for distinct CTI sub-lists in Annexure A of CBIC Circular 24/2022-Cus. A missing document code at the bill-of-entry stage prevents AQCS from issuing the NOC, triggering port detention and demurrage until the gap is remedied.
