BIS QCO · 2/66 LINES · 1 STANDARDS · ISI MARK
HSN Chapter 23 covers residues and waste from food industries and preparations used as animal fodder. Within this chapter the Bureau of Indian Standards (BIS) has notified 2 tariff lines under heading 2309 — compounded animal feed and concentrates for compound animal feed — both falling under the Quality Control Order for Animal Feed administered through the Ministry of Fisheries, Animal Husbandry and Dairying.
The controlling standard is IS 2052, which specifies compositional, microbiological and contaminant limits for compounded feed sold or imported in India. Both notified codes carry the ISI Mark Scheme designation under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian feed manufacturers must hold a CM/L licence; foreign manufacturers shipping feed concentrates into India must obtain a licence under the Foreign Manufacturers Certification Scheme (FMCS) and appoint an Authorised Indian Representative (AIR).
