Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2052:2009 for compounded cattle feed. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every product pack bears the BIS ISI certification mark and the supplier's CM/L number on the label. Marking must appear on the product label itself, not solely on outer packaging.

  3. 3
Upload the veterinary health certificate (document code 853AQ1) and laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. Also quote the IRN for the Animal Quarantine and Certification Services sanitary import permit (document code 911DF1) to obtain the AQCS no-objection certificate.

  4. 4
Verify that all feed additives, premix, supplements, and antibiotics in the imported product conform to the approved list annexed to the Department of Animal Husbandry and Dairying OM dated 21-12-2022. The final pack must carry a label specifying all ingredients and the mandatory withdrawal period, where applicable.

Quote the FSSAI import compliance reference and ensure ITC HS Chapter 23 policy condition 1 is satisfied on the bill of entry.

A word of counsel

The single most common error on this tariff line is treating the FSSAI direction issuance date of 27 January 2020 as the BIS QCO enforcement date, when the operative compliance deadline for CM/L-licensed product bearing the ISI mark on the label is 01 July 2021 — itself a date extended from earlier FSSAI timelines. Importers have arrived at port with suppliers whose BIS applications were on record as 'under process', unaware that the extension to 01 January 2022 under the FSSAI letter dated 14 July 2021 applied only to the narrow class of businesses listed in Annexure 1 of that letter; product from an unlicensed manufacturer outside that annexure is subject to detention regardless of application status.

Frequently asked
Does HSN 2309 90 10 require BIS certification?
Yes. Compounded cattle feed must conform to IS 2052:2009 and carry the BIS ISI certification mark under the ISI Mark Scheme. The CM/L licence requirement is mandatory with effect from 01 July 2021 per the FSSAI direction dated 27 January 2020.
Is an Animal Quarantine and Certification Services sanitary import permit required separately from BIS QCO compliance?
Yes. The AQCS sanitary import permit (document code 911DF1), veterinary health certificate (853AQ1), and laboratory Certificate of Analysis (001AQ1) are independent customs-clearance requirements administered by Animal Quarantine and Certification Services, mandated under CBIC Circular 24/2022-CUS.
Does the extension to 01 January 2022 for businesses with BIS applications under process apply to all importers?
No. The extension granted under the FSSAI letter dated 14 July 2021 applies only to businesses specifically listed in Annexure 1 of that letter. Importers not named in Annexure 1 are subject to the 01 July 2021 enforcement date without exception.
Does a single CM/L licence cover all compound feed formulations and manufacturing facilities?
No. The CM/L licence is scope-specific to the product formulation, livestock category, and licensed manufacturing facility; feed variants or facilities outside the licensed scope are not covered, and customs detains consignments on any scope mismatch.
