Compounded cattle feed and livestock feed preparations
HSN 2309 90 10 (compounded animal feed) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2052:2009 is mandatory under the ISI Mark Scheme with effect from 01 July 2021, per the Food Safety and Standards Authority of India direction dated 27 January 2020. Animal Quarantine and Certification Services sanitary import permits, veterinary health certificates, and Food Safety and Standards Authority of India labelling compliance apply as separate customs-clearance overlays.

The single most common error on this tariff line is treating the FSSAI direction issuance date of 27 January 2020 as the BIS QCO enforcement date, when the operative compliance deadline for CM/L-licensed product bearing the ISI mark on the label is 01 July 2021 — itself a date extended from earlier FSSAI timelines. Importers have arrived at port with suppliers whose BIS applications were on record as 'under process', unaware that the extension to 01 January 2022 under the FSSAI letter dated 14 July 2021 applied only to the narrow class of businesses listed in Annexure 1 of that letter; product from an unlicensed manufacturer outside that annexure is subject to detention regardless of application status.
