Oil-cake and solid residues from mustard seed extraction
HSN 2306 90 12 (oil-cake and other solid residues from the extraction of mustard seed oils) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Oil-cakes intended for use as compounded animal feed or blended feed supplements may be subject to oversight under Chapter 23 headings that carry additional compliance.
The absence of compliance at this tariff line does not extend to all residues in Chapter 23: oil-cakes of soya-bean (heading 2304) and groundnut (heading 2305) are explicitly excluded from heading 2306 and carry their own classification treatment. Where mustard oil-cake is imported as a prepared animal feed ingredient rather than a raw residue, customs may re-classify the consignment to a more specific heading, triggering retrospective compliance and potential detention. Confirm the product's processing state, intended use, and moisture or erucic-acid specification before filing the bill of entry.
