HSN 2301 20 11 (fish or crustacean/mollusc flour in powder form) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, requiring a Sanitary Import Permit and a veterinary Health Certificate before customs out-of-charge. All mandatory AQCS documents must be uploaded in e-Sanchit and the Sanitary Import Permit IRN quoted on the bill of entry to obtain the AQCS NOC.

The most common error on this tariff line is uploading the Health Certificate (document code 6360AQ) without also uploading the separate veterinary Health Certificate under document code 853AQ1 and the Certificate of Analysis under document code 001AQ1 — these are distinct AQCS document requirements, not interchangeable. A bill of entry missing any one of the three AQCS document codes will be held pending PGA NOC, accumulating demurrage and ground rent at the port until the deficiency is cured.
