Other fruit, nut and vegetable juices, unfermented
HSN 2009 89 90 (Other fruit, nut and vegetable juices) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Labelling and Display) Regulations, 2020. Consignments must enter only through designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, with the Directorate General of Foreign Trade (DGFT) policy overlay and Central Board of Indirect Taxes and Customs (CBIC) instructions applying as additional clearance requirements.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Designated-port declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. Simultaneously upload the Specimen Copy of Label (document code 0110FS); out-of-charge will not be granted until both documents are verified in e-Sanchit by the proper officer.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Route the consignment only through a food-import entry point designated under General Note 4(D) of Schedule I of the ITC (HS) 2022. If the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduces port restrictions under para 19 of the General Notes; check whether the goods fall within the exempted categories at para 2 and 3 of that notification.General Note 4(D) of Schedule I of ITC (HS) 2022 · DGFT Notification 7/2025-26 dated 17-05-2025
- 3Ensure all labelling meets FSS (Labelling and Display) Regulations, 2020 before clearance. Permissible rectifications — including per-serve percentage contribution to recommended dietary allowance and date of expiry alongside best-before date — must be carried out at a customs-bonded warehouse by affixing a single non-detachable sticker next to the principal display panel before visual inspection by the authorised officer.CBIC Instruction 10/2022-Customs dated 28-06-2022, para 2(i) · FSSAI clarification order dated 18-11-2022 · FSS (Import) Regulations, 2017, Reg. 6
The most common error on this tariff line is assuming that a valid FSSAI Import Licence alone secures clearance without scrutinising the label against the FSS (Labelling and Display) Regulations, 2020. Labelling deficiencies not within the enumerated rectifiable list cannot be corrected at port and render the consignment liable to detention or re-export; importers from Bangladesh must also separately verify the port-restriction regime under DGFT Notification 7/2025-26 before shipment, as that restriction operates independently of the FSSAI clearance.
