Compliance steps
  1. 1
Obtain the FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. Also upload the Specimen Copy of Label under document code 0110FS; customs out-of-charge will not be granted until both documents are verified in e-Sanchit.
FSSAI Import Licence document code 911001 · Specimen Copy of Label document code 0110FS · CBIC Instruction 10/2022-Customs dated 28-06-2022
  2. 2
Route the consignment only through a designated food-import entry point as required by General Note 4(D) of Schedule I of the ITC (HS) 2022. If the origin is Bangladesh, verify whether the consignment falls under the restricted or exempted category set out in paragraphs 1, 2 and 3 of the general notes introduced by DGFT Notification 7/2025-26 dated 17-05-2025.
General Note 4(D) of Schedule I of ITC (HS) 2022 · DGFT Notification 7/2025-26 dated 17-05-2025
  3. 3
Ensure all label information complies with the FSS (Labelling and Display) Regulations, 2020. Where specified labelling deficiencies exist — including per-serve RDA contribution, expiry and best-before dates — rectification may be carried out at a customs bonded warehouse using a single non-detachable sticker, before visual inspection by the authorised officer and without altering the original label.
    CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI order dated 18-11-2022 under F.No. Import/TFM/Apex/2022-FSSAI
A word of counsel

The most frequent error on this tariff line is uploading the FSSAI Import Licence without simultaneously uploading the Specimen Copy of Label (document code 0110FS) in e-Sanchit — both are mandatory for out-of-charge and the absence of either document suspends clearance regardless of the licence's validity. Rectifiable label deficiencies under the FSS (Labelling and Display) Regulations, 2020 must be corrected at the bonded warehouse before inspection, not after; post-inspection rectification is not permitted and risks detention and demurrage pending re-inspection.

Frequently asked
Does HSN 2009 49 00 require BIS certification?
No, unfermented fruit juices fall outside the BIS Quality Control Order regime. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with designation-port and labelling-compliance requirements enforced at the bill-of-entry stage.
