Other orange juice, unfermented fruit juice
HSN 2009 19 00 (other orange juice and unfermented fruit or nut juices) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006. Consignments must enter through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with CBIC and the Directorate General of Foreign Trade (DGFT) applying customs and policy overlays at the bill of entry.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Policy declaration from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence (document code 911001) and ensure a Specimen Copy of Label (document code 0110FS) is uploaded in e-Sanchit before filing the bill of entry. The customs Proper Officer will verify both documents before granting out-of-charge; consignments lacking either upload are detained at port.FSSAI Import Licence document code 911001 · Specimen Copy of Label document code 0110FS · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Verify that the consignment enters through one of the designated food-import entry points as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Labelling deficiencies identified at port — including per-serve RDA contributions and expiry date additions — may be rectified by affixing a single non-detachable sticker next to the principal display panel in a customs-bonded warehouse before inspection.General Note 4(D) of Schedule I ITC (HS) 2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 3Check applicability of DGFT Notification 7/2025-26 dated 17-05-2025 where goods originate from or transit through Bangladesh; Para 19 of the General Notes introduces port restrictions on specified goods from Bangladesh, with exemptions under Paras 2 and 3 of that notification.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance requirement and overlooking the rectifiable-labelling protocol. Consignments with FSS (Labelling and Display) Regulations, 2020 deficiencies that fall outside the prescribed rectifiable categories — or where the sticker is detachable or placed over original label information — are not released under the special dispensation and face re-export or confiscation. Rectification must be completed in a customs-bonded warehouse prior to visual inspection, not after.
