Orange juice, not frozen, Brix value not exceeding 20
HSN 2009 12 00 (orange juice, not frozen, Brix value not exceeding 20) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, with import permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Directorate General of Foreign Trade (DGFT) policy controls, including port restrictions for goods originating in Bangladesh under DGFT Notification 7/2025-26, and Central Board of Indirect Taxes and Customs (CBIC) customs overlay apply as additional clearance requirements.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- ITC (HS) entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS). The proper officer will verify both documents prior to granting out-of-charge.CBIC Instruction 10/2022-Customs dated 28-06-2022; CBIC Instruction 09/2023-Cus dated 07-03-2023; FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Route the consignment only through the designated food-import entry points prescribed under General Note 4(D) of Schedule I of the ITC (HS) 2022. Confirm that labelling meets FSS (Labelling and Display) Regulations, 2020; permissible labelling deficiencies may be rectified at customs bonded warehouses by affixing a single non-detachable sticker before inspection, in accordance with FSSAI's rectifiable-labelling dispensation.General Note 4(D) of Schedule I of ITC (HS) 2022; CBIC Instruction 10/2022-Customs dated 28-06-2022 Para 2(i); FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
- 3If the consignment originates in Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduced Para 19 in the General Notes imposing port restrictions on certain goods from Bangladesh. Check the exempted-goods lists in Para 2 and 3 of that notification before routing.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes of ITC (HS) 2022
The most common error on this tariff line is treating the FSSAI Import Licence as a standalone clearance and overlooking the designated-port obligation under General Note 4(D). A consignment arriving at a non-designated port — regardless of a current FSSAI licence — will be detained pending re-routing, incurring demurrage and ground rent. Additionally, importers sourcing from Bangladesh must separately assess the Para 19 port-restriction regime introduced by DGFT Notification 7/2025-26, which operates independently of the FSSAI food-safety clearance.
