Other roasted nuts and seeds
Roasted nuts and seeds, prepared or preserved
HSN 2008 19 91 (Other roasted nuts and seeds) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006. A Directorate General of Foreign Trade (DGFT) Minimum Import Price restriction applies specifically to roasted areca nuts: import of roasted areca nuts with a CIF value below ₹351 per kilogram is prohibited under DGFT Notification 43/2025-26 dated 15-10-2025, while all other roasted nuts and seeds remain freely importable.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Food import entry point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain and upload the FSSAI Import Licence (document code 911001) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit before filing the bill of entry. Customs out-of-charge will not be granted until both documents are verified in e-Sanchit by the proper officer.CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022
- 2For roasted areca nuts, confirm the CIF value is at or above ₹351 per kilogram before the bill of entry is filed; consignments below this threshold are prohibited under the ITC (HS) policy. The MIP prohibition does not apply to 100% Export Oriented Units, SEZ units, or imports under the Advance Authorisation Scheme, provided end-use conditions are met.DGFT Notification 43/2025-26 dated 15-10-2025 · Supplementary Note 1 of Chapter 20 w.e.f. 01-05-2025 · Finance Bill 2025
- 3Route the consignment through a designated food-import entry point per General Note 4(D) of Schedule I of the ITC (HS) 2022. Labelling deficiencies permissible for rectification under the FSS (Labelling and Display) Regulations, 2020 must be corrected at customs-bonded warehouses before visual inspection, using a single non-detachable sticker affixed next to the principal display panel without altering original label information.General Note 4(D) of ITC (HS) 2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022
The MIP prohibition on roasted areca nuts and the free-import status of all other roasted nuts and seeds within this single tariff line create a dual treatment that is easy to misread. Importers blending product lines — e.g., mixed roasted-nut assortments that include areca nuts — must establish that the areca-nut component meets the ₹351/kg CIF threshold; a mixed consignment priced below that floor for the areca-nut element is liable to prohibition enforcement, detention, and potential confiscation regardless of the compliant majority product.
