Compliance steps
  1. 1
Obtain the FSSAI Import Licence (document code 911001) and ensure it is current before filing the bill of entry. Upload both the FSSAI Import Licence and the Specimen Copy of Label (document code 0110FS) in e-Sanchit; the Proper Officer will verify these uploads before granting out-of-charge.
    CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No. Import/TFM/Apex/2022-FSSAI
  2. 2
Route the consignment exclusively through one of the 79 designated food-import entry points in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Consignments arriving at a non-designated port are liable to detention and re-export without recourse to the FSSAI clearance process.

  3. 3
At the customs-bonded warehouse, rectify permissible labelling deficiencies — including per-serve RDA contributions and expiry/best-before dates — by affixing a single non-detachable sticker next to the principal display panel before visual inspection, in accordance with FSS (Labelling and Display) Regulations, 2020. The rectification must be verified by the authorised FSSAI officer and must not alter the original label.

A word of counsel

The most common error on this tariff line is conflating the Free import status under DGFT Notification 44/2025-26 with an absence of PGA clearance requirements. Free import status governs tariff-policy classification only; the FSSAI Import Licence, the designated-port restriction, and the e-Sanchit upload of both document codes 911001 and 0110FS remain operative regardless. Consignments detained for missing e-Sanchit uploads attract demurrage and ground rent for the full verification period, which cannot be shortened retrospectively even after corrective upload.

Frequently asked
Does HSN 2008 19 29 require BIS certification?
No, prepared and preserved fruits, nuts and edible plant parts are not within the BIS Quality Control Order regime. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with the Free import policy condition administered by the Directorate General of Foreign Trade under DGFT Notification 44/2025-26.
Are both document codes 911001 and 0110FS mandatory uploads in e-Sanchit for this tariff line?
Yes. The FSSAI Import Licence (911001) and the Specimen Copy of Label (0110FS) must both be uploaded in e-Sanchit before the Proper Officer grants out-of-charge, per CBIC Instruction 09/2023-Cus dated 07-03-2023.
Can labelling deficiencies be corrected after the consignment arrives at port?
Yes, but only for the specific categories of rectifiable information listed under CBIC Instruction 10/2022-Cus and FSSAI order dated 18-11-2022 — such as per-serve RDA contributions and expiry dates — and only by affixing a non-detachable sticker at the customs-bonded warehouse before FSSAI visual inspection, not after.
