Other prepared or preserved fruits, nuts and edible plant parts
HSN 2008 19 29 (Other prepared or preserved fruits, nuts and edible plant parts) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with import currently classified as Free under DGFT Notification 44/2025-26 dated 15-10-2025. Consignments are restricted to 79 designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, and the Central Board of Indirect Taxes and Customs (CBIC) rectifiable-labelling regime applies at customs-bonded warehouses prior to out-of-charge.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- NOC from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and ensure it is current before filing the bill of entry. Upload both the FSSAI Import Licence and the Specimen Copy of Label (document code 0110FS) in e-Sanchit; the Proper Officer will verify these uploads before granting out-of-charge.CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No. Import/TFM/Apex/2022-FSSAI
- 2Route the consignment exclusively through one of the 79 designated food-import entry points in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Consignments arriving at a non-designated port are liable to detention and re-export without recourse to the FSSAI clearance process.General Note 4(D) of Schedule I, ITC (HS) 2022 · DGFT Notification 44/2025-26 dated 15-10-2025 · Supplementary Note 1 of Chapter 20
- 3At the customs-bonded warehouse, rectify permissible labelling deficiencies — including per-serve RDA contributions and expiry/best-before dates — by affixing a single non-detachable sticker next to the principal display panel before visual inspection, in accordance with FSS (Labelling and Display) Regulations, 2020. The rectification must be verified by the authorised FSSAI officer and must not alter the original label.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSS (Import) Regulations, 2017
The most common error on this tariff line is conflating the Free import status under DGFT Notification 44/2025-26 with an absence of PGA clearance requirements. Free import status governs tariff-policy classification only; the FSSAI Import Licence, the designated-port restriction, and the e-Sanchit upload of both document codes 911001 and 0110FS remain operative regardless. Consignments detained for missing e-Sanchit uploads attract demurrage and ground rent for the full verification period, which cannot be shortened retrospectively even after corrective upload.
