HSN 2008 19 22 (Flour and powder) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit document uploads before customs out-of-charge. Import under this CTI is Free per DGFT Notification 44/2025-26 dated 15-10-2025, and food-import entry-point compliance under General Note 4(D) of Schedule I of the ITC (HS) 2022 applies as a concurrent obligation.

The rectifiable-labelling dispensation is frequently mistaken for a general labelling waiver. It permits only the specific deficiencies enumerated under FSS (Labelling and Display) Regulations, 2020 and does not excuse absent mandatory particulars or an expired FSSAI Import Licence — either deficiency triggers detention, not rectification. Where the flour or powder derives from clove stem, testing follows the horizontal safety parameters and a minimum volatile-oil content of not less than 8.5 percent by v/w on a dry basis pending notification of dedicated clove stem standards.
