- 1Secure a valid FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. The Proper Officer will verify the upload prior to granting out-of-charge; consignments lacking the licence in e-Sanchit are detained at the port.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Upload a Specimen Copy of Label (document code 0110FS) in e-Sanchit. The label must meet the FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowance and date of expiry alongside best-before date. Rectifiable labelling deficiencies may be corrected at a customs bonded warehouse by affixing a single non-detachable sticker next to the principal display panel, without altering the original label.CBIC Instruction 10/2022-Customs dated 28-06-2022, Para 2(i) · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI clarification order dated 18-11-2022
- 3Route the consignment through an authorised food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment non-compliant irrespective of the FSSAI licence status.General Note 4(D) of Schedule I, ITC (HS) 2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is treating a permissible label rectification as equivalent to a compliant label at arrival. The rectification dispensation under CBIC Instruction 10/2022-Customs covers specified informational omissions only — it does not extend to a missing FSSAI Import Licence or to substantive food-safety standard non-conformances. Attempting rectification for deficiencies outside the defined list triggers re-inspection by the FSSAI authorised officer and can result in consignment rejection, not merely a labelling correction.
