HSN 2007 99 20 (Guava) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. Consignments must enter through designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT), with Central Board of Indirect Taxes and Customs (CBIC) customs overlay for e-Sanchit document verification.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Entry-point declaration per DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain an FSSAI Import Licence (document code 911001) before filing the bill of entry and upload it in e-Sanchit. The Proper Officer is required to verify that document code 911001 and the Specimen Copy of Label (document code 0110FS) are both uploaded before granting out-of-charge.FSSAI Import Licence document code 911001; Specimen Copy of Label document code 0110FS; CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment through a designated food-import entry point as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or re-export.General Note 4(D) of Schedule I, ITC (HS) 2022; CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure the label complies with FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowance and expiry/best-before date. Rectification of permitted labelling deficiencies must be carried out at a customs bonded warehouse before inspection, by affixing a single non-detachable sticker that does not alter the original label.CBIC Instruction 10/2022-Cus dated 28-06-2022 Para 2(i); FSS (Labelling and Display) Regulations, 2020; CBIC Instruction 09/2023-Cus dated 07-03-2023; FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
The labelling rectification dispensation under CBIC Instruction 09/2023-Cus is frequently misread as a blanket cure for any label deficiency: it applies only to the specific parameters enumerated in FSS (Labelling and Display) Regulations, 2020, and rectification must occur at the customs bonded warehouse before the authorised officer's visual inspection — not after. An importer who attempts post-inspection rectification, or who uses a detachable sticker, forfeits the dispensation and faces re-inspection delay or confiscation of the non-conforming lot.
