HSN 2007 91 00 (Citrus fruit) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. - 1Obtain a valid FSSAI Import Licence (document code 911001) and ensure it is uploaded in e-Sanchit before filing the bill of entry. The Proper Officer will verify this upload and will not issue out-of-charge until document code 911001 is confirmed in the system.FSSAI Import Licence · document code 911001 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Upload a Specimen Copy of Label (document code 0110FS) in e-Sanchit conforming to the FSS (Labelling and Display) Regulations, 2020. Rectifiable labelling deficiencies — including per-serve RDA contribution and expiry date — may be corrected at a customs bonded warehouse by affixing a single non-detachable sticker adjacent to the principal display panel, without altering the original label.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
- 3Route the consignment only through a designated food-import entry point notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Diversion to a non-designated port renders the consignment liable to detention pending regulatory clearance.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
The most frequent error on this tariff line is dispatching consignments with labelling that omits per-serve RDA percentage contributions or the expiry date alongside the best-before date — both are rectifiable at port, but only where the correction is provided by the manufacturer and verified by the authorised officer. Attempting a port-level sticker fix without manufacturer authorisation is treated as a labelling violation, not a rectification, and exposes the importer to consignment re-inspection or detention. Secure manufacturer-issued corrective stickers before dispatch to avoid demurrage at a designated food-import port.
