- 1Obtain a current FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. A Specimen Copy of Label (document code 0110FS) must also be uploaded; customs out-of-charge will not be granted until both documents are verified in e-Sanchit.FSSAI Import Licence document code 911001 · Label specimen document code 0110FS · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment exclusively through a designated food-import entry point as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention and re-export or confiscation under FSSAI enforcement.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3Ensure labelling complies with the FSS (Labelling and Display) Regulations, 2020 before shipment. Rectifiable deficiencies — including per-serve percentage contribution to recommended dietary allowance and expiry date — may be corrected at a customs bonded warehouse by affixing a single non-detachable sticker adjacent to the principal display panel, but only before visual inspection by the authorised FSSAI officer.FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI clarification order dated 18-11-2022
The most common error on this tariff line is arriving at a designated port with an FSSAI Import Licence in order but with a label that has not been pre-checked against the FSS (Labelling and Display) Regulations, 2020 in full. The rectification dispensation at the bonded warehouse is a limited carve-out — it does not extend to structural labelling non-compliance, and any rectification must be completed before the FSSAI authorised officer's visual inspection; a label defect discovered during or after inspection results in detention of the entire consignment.
