Papad
Papad, lentil-based flat wafers for food use
HSN 1905 90 40 (Papad) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit upload of the licence and a specimen copy of label before customs out-of-charge. Import is further governed by the designated food-import entry-point restriction under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Food import entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and upload it in e-Sanchit under document code 911001, together with a Specimen Copy of Label under document code 0110FS, before filing the bill of entry. The proper officer will verify both documents are present before granting out-of-charge.FSSAI · Food Safety and Standards Act, 2006 · CCR document codes 911001 and 0110FS
- 2Route the consignment only through designated food-import entry points in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Additionally, verify whether DGFT Notification 7/2025-26 dated 17-05-2025 applies — if the goods originate from Bangladesh, the port restrictions and exemption conditions under paragraphs 1, 2 and 3 of the new General Note introduced by that notification must be satisfied.General Note 4(D), Schedule I, ITC (HS) 2022 · DGFT Notification 7/2025-26 dated 17-05-2025
- 3Where labelling deficiencies exist, rectification must be carried out at a customs bonded warehouse before visual inspection by the authorised officer, by affixing a single non-detachable sticker next to the principal display panel without altering the original label. The rectifiable items include per-serve percentage contribution to recommended dietary allowance and date of expiry alongside best-before date, provided the manufacturer furnishes the corrected information.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · FSS (Labelling and Display) Regulations, 2020
The most common error on this tariff line is treating a labelling deficiency as a rectifiable minor matter and allowing the consignment to arrive at port without verifying whether the deficiency falls within the closed list of FSSAI-permissible rectifications. Only the specific items enumerated in CBIC Instruction 10/2022-Customs — per-serve RDA contribution and expiry date — may be corrected at port by sticker; any other missing mandatory label element requires re-export or confiscation. Importers sourcing from Bangladesh must additionally check port eligibility under DGFT Notification 7/2025-26 before shipment, as a misdirected consignment cannot be re-routed after vessel departure without separate DGFT approval.
