    Confirm the origin country of the consignment: imports of chocolate and chocolate products containing milk or milk solids from China are prohibited pending laboratory upgradation at all ports of entry for melamine testing. A China-origin consignment under this tariff line is subject to detention and may not be cleared.

The China-origin prohibition is absolute — it is not a licensing condition that can be satisfied by presenting an FSSAI Import Licence. Importers sourcing chocolate waffles and wafers via intermediary trading hubs must verify that the manufacturing facility is not in China and retain traceable origin documentation; a consignment rerouted through a third country but manufactured in China remains prohibited and is liable to seizure and confiscation. Separately, labelling rectification at the port is permitted only within the specific parameters set out in CBIC Instruction 10/2022-Cus and the FSSAI order dated 18-11-2022 — it does not extend to missing mandatory declarations.
