Other prepared pasta (spaghetti, macaroni, noodles, lasagne)
HSN 1902 30 90 (Other pasta) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006. Import is restricted to designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT). Central Board of Indirect Taxes and Customs (CBIC) customs-clearance instructions govern document verification and the rectifiable-labelling regime at port.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- ITC (HS) entry-point declaration to DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence before filing the bill of entry and upload it in e-Sanchit under document code 911001. The Specimen Copy of Label (document code 0110FS) must also be uploaded in e-Sanchit; customs out-of-charge will not be granted until both documents are verified by the proper officer.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI document codes 911001 and 0110FS
- 2Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention and DGFT Restricted-import enforcement.General Note 4(D) of Schedule I of the ITC (HS) 2022
- 3Where labelling deficiencies are detected at port, rectification must be carried out at a customs bonded warehouse before visual inspection by the authorised officer, by affixing a single non-detachable sticker next to the principal display panel without altering the original label. Rectifiable items include per-serve percentage contribution to recommended dietary allowance and date of expiry alongside best-before date, provided the manufacturer supplies the corrective information.CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most common error on this tariff line is treating a labelling deficiency as automatically rectifiable and allowing the shipment to depart origin with an incomplete label. The rectifiable-labelling dispensation under CBIC Instruction 09/2023-Cus applies only to specified fields and only when the corrective information is supplied by the manufacturer itself — a third-party sticker not meeting this condition will be rejected by the authorised officer, triggering re-inspection delay or consignment refusal at port.
