Chemically modified animal, vegetable or microbial fats and oils, inedible mixtures
HSN 1518 00 29 (chemically modified animal, vegetable or microbial fats and oils — inedible mixtures, other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit document uploads at the bill-of-entry stage. Designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022 and rectifiable-labelling compliance under the FSS (Labelling and Display) Regulations, 2020 apply as additional clearance requirements administered by DGFT and the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Certificate of Analysis from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid FSSAI Import Licence and ensure it is uploaded in e-Sanchit under document code 911001 before filing the bill of entry. Also upload the Certificate of Analysis (document code 0010FS) and the Specimen Copy of Label (document code 0110FS); out-of-charge will not be granted until all three documents are verified in e-Sanchit.FSSAI Import Licence document code 911001 · Certificate of Analysis code 0010FS · Specimen Copy of Label code 0110FS · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Route the consignment only through a designated food-import entry point as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Consignments arriving at non-designated ports are subject to detention and DGFT-policy enforcement.General Note 4(D) of Schedule I, ITC (HS) 2022
- 3Verify label compliance against FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contributions to recommended dietary allowance and date-of-expiry markings. Where labelling deficiencies are rectifiable, corrections must be made at a customs-bonded warehouse before visual inspection by the authorised officer, using a single non-detachable sticker affixed next to the principal display panel without altering the original label.FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is treating the FSSAI Import Licence as the sole document and overlooking that the Certificate of Analysis (0010FS) and Specimen Copy of Label (0110FS) must each be individually uploaded in e-Sanchit — a missing code against any one of the three documents is sufficient grounds for the proper officer to withhold out-of-charge. Labelling deficiencies that are in principle rectifiable cannot be corrected once visual inspection has commenced; the sticker-based rectification window closes at that point and a non-conforming consignment faces re-export or confiscation.
