HSN 1518 00 11 (Edible grade chemically modified fats and oils) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirement under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit document uploads before customs out-of-charge. All three must be present in e-Sanchit before the bill of entry is processed; a missing document code triggers a PGA-facilitated-bill verification hold at the proper officer level, resulting in detention, accumulating demurrage and ground rent, with no rectification pathway for the absent certificate itself — only label deficiencies carry the rectification dispensation.
