HSN 1107 10 00 (Not roasted malt) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, including mandatory e-Sanchit upload of the FSSAI licence, specimen label copy, and food grade certificate. Import entry points are governed by General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and enforced by the Central Board of Indirect Taxes and Customs (CBIC).

The most common error on this tariff line is assuming that a current FSSAI Import Licence alone is sufficient for out-of-charge. The proper officer is required to independently verify that all three document codes — 911001 (FSSAI Import Licence), 0110FS (Specimen Copy of Label), and 6570FS (Food Grade Certificate) — are uploaded in e-Sanchit; a missing food grade certificate is treated as an incomplete PGA clearance, triggering detention and demurrage even where the licence itself is valid. Labelling rectification at the warehouse is a dispensation, not a right, and is unavailable if the original label is structurally non-compliant.
