Cereal groats, meal and pellets for human consumption
HSN 1103 20 00 (Pellets) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and the FSS (Labelling and Display) Regulations, 2020. Import is permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with customs oversight by the Central Board of Indirect Taxes and Customs (CBIC) at the bill-of-entry stage.

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and omitting the Food Grade Certificate (document code 6570FS) from the e-Sanchit upload. Bills that are PGA-facilitated but not routed through the PGA for NOC receive direct proper-officer scrutiny of all three mandatory document codes; a missing 6570FS upload at that stage results in consignment detention and demurrage pending re-submission, since the rectifiable-labelling dispensation does not cure an absent PGA document.
