Groat
Wheat groats, cereal groats and meal of wheat
HSN 1103 11 10 (Wheat groat) is subject to Food Safety and Standards Authority of India (FSSAI) import licensing and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. Consignments must enter only through the designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and enforced by the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Food Grade Certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and ensure it is current before shipment. Upload the licence in e-Sanchit; customs will verify its presence before granting out-of-charge. The Food Grade Certificate (document code 6570FS) and Specimen Copy of Label (document code 0110FS) must also be uploaded in e-Sanchit at the bill of entry.FSSAI · FSS (Import) Regulations, 2017 · CCR mandatory document list (document codes 911001, 6570FS, 0110FS)
- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Entry through a non-designated port will result in consignment detention pending re-routing or re-export.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labels conform to the FSS (Labelling and Display) Regulations, 2020 before dispatch. Where permissible labelling deficiencies exist, rectification by a single non-detachable sticker affixed at a customs-bonded warehouse is allowed only for the items specified in CBIC Instruction 10/2022-Cus — including per-serve RDA contribution and expiry date — before visual inspection by the authorised FSSAI officer.CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most common error on this tariff line is treating the rectifiable-labelling dispensation as a general right to fix any label defect at port. The CBIC Instruction 10/2022-Cus rectification window covers only the specific items enumerated — per-serve RDA percentage and expiry/best-before date — and solely where the correction is provided by the original manufacturer and verified by the authorised officer. Any other label non-conformity with the FSS (Labelling and Display) Regulations, 2020 constitutes a ground for refusal of out-of-charge, not a rectifiable deficiency.
