HSN 1008 60 00 (Triticale) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit documentation at the bill-of-entry stage. Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) apply as policy overlays, including a designated food-import entry-point restriction under General Note 4(D) of Schedule I of the ITC (HS) 2022.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Food grade certificate from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and ensure the following mandatory documents are uploaded in e-Sanchit before filing the bill of entry: Specimen Copy of Label (document code 0110FS), Food Grade Certificate (document code 6570FS), and FSSAI Import Licence (document code 911001). Customs out-of-charge will not be granted until all three documents are verified in e-Sanchit.CCR mandatory-document requirement · CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Non-designated port arrival triggers detention and potential re-export or confiscation of the consignment.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labelling on the imported consignment meets the FSS (Labelling and Display) Regulations, 2020. Permissible rectifiable labelling deficiencies — including per-serve RDA contribution and expiry date — may be corrected at customs bonded warehouses by affixing a single non-detachable sticker next to the principal display panel, without altering original label information, before visual inspection by the authorised officer.FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI clarification order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
The most common error on this tariff line is uploading only the FSSAI Import Licence and overlooking the Food Grade Certificate (document code 6570FS) and the Specimen Copy of Label (document code 0110FS) as separately required e-Sanchit uploads. All three documents must be present in e-Sanchit at the time the customs proper officer reviews the bill of entry — a missing document code triggers detention even where the import licence itself is current and valid. Label rectification rights at the bonded warehouse do not substitute for a missing pre-clearance document.
