Barley (other than seed-grade or husked varieties)
HSN 1003 90 00 (Other barley) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) import policy, and consignments must enter only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

- 2Route the consignment only through a designated food-import port in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is assuming that port-side label rectification is available as a matter of course. Label rectification under CBIC Instruction 09/2023-Cus is confined to the two enumerated categories — per-serve RDA percentage contribution and expiry/best-before date — and only where the corrected information is supplied by the manufacturer itself and verified by the authorised officer. Any other labelling non-conformance requires re-export or confiscation; it does not qualify for sticker-based correction at the customs-bonded warehouse.
