Wheat and meslin other than durum wheat
HSN 1001 19 00 (Other wheat and meslin) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and non-GM origin cum GM-free certification under the Food Safety and Standards Act, 2006. Plant Protection, Quarantine and Storage (PPQS) phytosanitary clearance and a Directorate General of Foreign Trade (DGFT) policy condition restricting import through the Food Corporation of India (FCI) apply as additional clearance requirements. Import must comply with General Note 4(D) of Schedule I of the ITC (HS) 2022 on designated food-import entry points.

The most common error on this tariff line is presenting a phytosanitary certificate that omits the non-GM origin cum GM-free attestation, treating them as separate documents when FSSAI accepts a combined attestation only if it contains every element specified in the FSSAI order dated 21-08-2021. A phytosanitary certificate issued on or after 1 March 2021 without that attestation causes detention at the designated port pending either a corrected certificate from the exporting-country authority or a fresh FSSAI query — at which point demurrage and ground rent accumulate against a perishable cargo. Confirm the attestation language with the exporting-country competent authority before vessel departure.
