Durum wheat seed for sowing
HSN 1001 11 00 (Wheat and meslin seed) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and non-GM origin cum GM-free certification requirements, with import restricted under ITC (HS) policy condition 2 of Chapter 10 administered by the Directorate General of Foreign Trade (DGFT). Plant Protection, Quarantine and Storage (PPQS) Phytosanitary Certificate clearance applies concurrently, and consignments are permitted only through the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The most common error on this tariff line is presenting a Phytosanitary Certificate that carries no GM-free attestation, or one whose attestation format does not conform to the FSSAI order dated 21-08-2021 — customs officers will not accept a generic phytosanitary endorsement as a substitute. The non-GM origin cum GM-free certificate requirement is consignment-specific and dispatch-date-triggered: any consignment shipped on or after 1 March 2021 without a compliant certificate will be detained at port regardless of the currency of the FSSAI Import Licence.
