HSN 0401 40 00 (milk and cream with fat content exceeding 6% but not exceeding 10%) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk dairy product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit and veterinary health certificate clearances apply concurrently, and consignments are permitted only through 79 designated food-import ports effective 1 March 2023. Imports of milk and milk products from China are prohibited pending melamine-testing infrastructure upgrades at ports of entry per DGFT Notification 01/2015-20.

- 2Obtain and upload in e-Sanchit the AQCS Sanitary Import Permit (document code 911DF1), the Veterinary Health Certificate issued by the exporting country (document code 853AQ1), and the laboratory report or Certificate of Analysis (document code 001AQ1). - 3Route the consignment through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022, and verify that the origin country is not China — imports of milk and milk products from China remain prohibited until melamine-testing capacity at ports of entry is certified as adequate. The single most common error on this tariff line is uploading the FSSAI Import Licence while overlooking the three separate AQCS document codes — 853AQ1 (Veterinary Health Certificate), 001AQ1 (laboratory report/COA), and 911DF1 (Sanitary Import Permit) — each of which is independently verified at out-of-charge. A consignment that carries a current FSSAI licence but is missing any one AQCS document code in e-Sanchit will be detained at the designated port until the gap is remedied, with full demurrage and ground rent accruing during the hold. The China-origin prohibition is unconditional and does not yield to any individual clearance, licence, or NOC.
