    Obtain and upload in e-Sanchit the AQCS Sanitary Import Permit (document code 911DF1), the Veterinary Health Certificate issued by the exporting country (document code 853AQ1), and the laboratory report or Certificate of Analysis (document code 001AQ1). Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A of Circular 24/2022-Cus and the Health Certificate (document code 6360AQ).

    Route the consignment through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022, and verify that the origin country is not China — imports of milk and milk products from China remain prohibited until melamine-testing capacity at ports of entry is certified as adequate. A word of counsel

The single most common error on this tariff line is uploading the FSSAI Import Licence while overlooking the three separate AQCS document codes — 853AQ1 (Veterinary Health Certificate), 001AQ1 (laboratory report/COA), and 911DF1 (Sanitary Import Permit) — each of which is independently verified at out-of-charge. A consignment that carries a current FSSAI licence but is missing any one AQCS document code in e-Sanchit will be detained at the designated port until the gap is remedied, with full demurrage and ground rent accruing during the hold. The China-origin prohibition is unconditional and does not yield to any individual clearance, licence, or NOC.
