HSN 0401 10 00 (milk and cream with fat content not exceeding 1% by weight) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are restricted to 79 designated food-import ports with effect from 1 March 2023.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1), the veterinary Health Certificate issued by the exporting country (document code 853AQ1), and the laboratory report or Certificate of Analysis (document code 001AQ1). - 3Route the consignment only through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and failing to upload all four mandatory e-Sanchit codes — 0110FS, 6360AQ, 911001, and 911DF1 — before customs out-of-charge. A missing Sanitary Import Permit IRN results in port detention regardless of FSSAI licence currency. Additionally, the China prohibition on milk and milk-based products under DGFT Notification 01/2015-20 is a hard embargo, not a testing waiver, and consignments of Chinese origin are liable to re-export or confiscation.
