HSN 0207 60 00 (guinea fowl meat and edible offal) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk meat product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently under S.O. 4118(E) dated 14-11-2019 issued under the Livestock Importation Act, 1898, and imports are restricted to 79 designated ports effective 01-03-2023.

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the three AQCS document codes — 853AQ1, 001AQ1, and 911DF1 — which are each independently required and independently verified at the bill of entry. A missing IRN for the Sanitary Import Permit alone is sufficient to trigger detention at the designated port; AQCS will not issue its NOC until all three codes are confirmed as uploaded in e-Sanchit, and demurrage accumulates from the date of vessel arrival.
