    Upload all four mandatory AQCS and FSSAI documents in e-Sanchit before out-of-charge: Specimen Copy of Label (0110FS), Health Certificate (6360AQ), FSSAI Import Licence (911001), and Sanitary Import Permit (911DF1). Additionally, upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1). Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC.

    Route the consignment exclusively through one of the 79 designated food-import ports listed in the CBIC Instruction 05/2023-Cus Annexure. Confirm label compliance under the FSSAI rectifiable-labelling regime before out-of-charge; ensure General Note 4(D) of Schedule I of the ITC (HS) 2022 is satisfied for the designated entry-point obligation.

A word of counsel

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the parallel AQCS document stack — the Veterinary Health Certificate (853AQ1), the Laboratory Report or Certificate of Analysis (001AQ1), and the Sanitary Import Permit IRN (911DF1) are each independently verified by the proper officer before out-of-charge. A consignment arriving with a current FSSAI licence but a missing or unlinked AQCS Sanitary Import Permit IRN will be detained at the designated port; detention attracts demurrage and ground rent that accrues while the IRN is rectified, which cannot be done retrospectively once the bill of entry is lodged.
