HSN 0207 11 00 (whole fresh or chilled poultry, not cut in pieces) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently under S.O. 4118(E) dated 14 November 2019, and consignments are restricted to 79 designated food-import ports with effect from 1 March 2023.

Additionally, upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1). The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the parallel AQCS document stack — the Veterinary Health Certificate (853AQ1), the Laboratory Report or Certificate of Analysis (001AQ1), and the Sanitary Import Permit IRN (911DF1) are each independently verified by the proper officer before out-of-charge. A consignment arriving with a current FSSAI licence but a missing or unlinked AQCS Sanitary Import Permit IRN will be detained at the designated port; detention attracts demurrage and ground rent that accrues while the IRN is rectified, which cannot be done retrospectively once the bill of entry is lodged.
