Compliance steps
  1. 1
Confirm the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk meat-and-poultry regime before shipment. Upload the FSSAI Import Licence (document code 911001) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit at the bill of entry; out-of-charge will not be granted without both documents.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC, per Annexure A of CBIC Circular 24/2022-Cus.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
  3. 3
Route the consignment exclusively through one of the 79 designated food-import ports listed in the CBIC Instruction 05/2023-Cus Annexure, in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Poultry and poultry products must additionally satisfy S.O. 4118(E) dated 14-11-2019 issued under Sections 3 and 3A of the Livestock Importation Act, 1898.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · S.O. 4118(E) dated 14-11-2019 · General Note 4(D), ITC (HS) 2022
A word of counsel

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the three distinct AQCS document uploads — Sanitary Import Permit (911DF1), Veterinary Health Certificate (853AQ1), and Laboratory Report (001AQ1) — each of which maps to a separate Annexure A slot in CBIC Circular 24/2022-Cus. A consignment arriving at a designated port with all FSSAI documents current but missing any one of these AQCS uploads will be detained pending the IRN quote; demurrage and ground rent accrue from the date of arrival, not from the date of the deficiency notice.

Frequently asked
Does HSN 0207 12 00 require BIS certification?
No, frozen whole poultry is not within the BIS Quality Control Order regime. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent Animal Quarantine and Certification Services clearance under S.O. 4118(E) and the 79-designated-port restriction operative from 1 March 2023.
Are all three AQCS document codes — 853AQ1, 001AQ1, and 911DF1 — mandatory at the bill of entry?
Yes. Per CBIC Circular 24/2022-Cus and CBIC Instruction 09/2023-Cus dated 07-03-2023, each document code corresponds to a distinct Annexure A slot; the AQCS NOC will not issue until the IRN for the Sanitary Import Permit (911DF1) is quoted and both the Veterinary Health Certificate (853AQ1) and Laboratory Report (001AQ1) are uploaded in e-Sanchit.
Does the foreign-manufacturer registration requirement apply to every exporting facility?
Yes. Per CBIC Instruction 30/2022-Cus and the FSSAI order dated 10-10-2022, every facility exporting meat and poultry products to India must be registered with FSSAI before the import is permitted; consignments from unregistered facilities are liable to detention and re-export.
