Compliance steps
  1. 1
Confirm the foreign manufacturing facility is registered with FSSAI under the mandatory high-risk-food regime before shipment. The FSSAI Import Licence (document code 911001), Specimen Copy of Label (document code 0110FS), and Health Certificate (document code 6360AQ) must all be uploaded in e-Sanchit prior to filing the bill of entry.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Reports / Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the IRN of the AQCS-issued Sanitary Import Permit (document code 911DF1) on the bill of entry to obtain the AQCS NOC, as required for CTIs listed in Annexure A of Circular 24/2022-Cus.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
  3. 3
Route the consignment only through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Verify label compliance under FSSAI's rectifiable-labelling framework before out-of-charge; unlabelled or non-compliant consignments are subject to detention at the designated port.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
A word of counsel

The most common error on this tariff line is uploading the FSSAI Import Licence and treating clearance as complete, while omitting the three distinct AQCS document codes — 853AQ1 (Veterinary Health Certificate), 001AQ1 (Laboratory Reports / Certificate of Analysis), and 911DF1 (Sanitary Import Permit IRN) — each of which is independently verified at the bill-of-entry stage under Circular 24/2022-Cus. A missing or mismatched IRN for the Sanitary Import Permit alone is sufficient grounds for customs to withhold out-of-charge, triggering port detention and accruing demurrage even when all FSSAI documents are in order. Poultry imports are additionally regulated under S.O. 4118(E) dated 14-11-2019 under the Livestock Importation Act, 1898, and non-compliance with that livestock-origin overlay is treated as a separate regulatory breach from the food-safety failure.

Frequently asked
Does HSN 0207 54 00 require BIS certification?
No. Fresh or chilled poultry meat and edible offal is not within the BIS Quality Control Order regime; no BIS QCO covers this product family. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent Animal Quarantine and Certification Services Sanitary Import Permit and the 79-designated-port restriction operative from 1 March 2023.
Are all three AQCS document codes — 853AQ1, 001AQ1, and 911DF1 — required for every shipment?
Yes. Per CBIC Circular 24/2022-Cus dated 28-11-2022 and CBIC Instruction 09/2023-Cus, the Veterinary Health Certificate (853AQ1), Laboratory Reports / Certificate of Analysis (001AQ1), and the Sanitary Import Permit IRN (911DF1) are each independently mandatory for the CTIs listed in Annexure A, and customs will not issue out-of-charge unless all three are uploaded in e-Sanchit.
What additional requirement applies to poultry imports specifically under the Livestock Importation Act, 1898?
Import of poultry and poultry products is regulated under S.O. 4118(E) dated 14-11-2019, issued by the Department of Animal Husbandry and Dairying under Sections 3 and 3A of the Livestock Importation Act, 1898; compliance with this livestock-origin overlay is required in addition to FSSAI and AQCS clearances.
